Jack is a founding partner of Walker West Longo LLP. He represents taxpayers and municipalities before the Assessment Review Board and Superior Court in valuation disputes for all types of real property. He advises clients on all matters relating to assessment and municipal taxation.

Jack was called to the bar with Honours in 1967. He has lectured at Osgoode Hall Law School and guest lectured at the University of Toronto. He has written extensively on assessment and taxation and is co-author of Ontario Property Tax Assessment Handbook. He is the editor of the publication Ontario Assessment Legislation and is a regular contributor to industry publications.

Jack’s education includes a B.A. from Trinity College, University of Toronto, a law degree from Osgoode Hall Law School (J.D.), and Honours in the Bar Admission Course. He became Queen’s Counsel (Q.C.) in 1981.

Stephen Longo is a Partner with Walker West Longo LLP. Stephen graduated with his Bachelor of Laws from Western University. He graduated from McMaster University with a Bachelor of Arts in History. Stephen was called to the Bar of Ontario in 1998.

Stephen acts for a wide range of clients in property tax assessment and land use planning matters. Stephen has acted for small and large businesses, tenants, landlords, colleges, universities, hospitals, non-profits and municipalities. Among the kinds of matters Stephen has handled on behalf of his clients are: property tax assessment appeals, property tax due diligence, municipal tax relief and refund applications, court applications for property exemptions, providing legal opinions on property tax issues, handling re-zoning applications/appeals and applications/appeals for minor variances to the Ontario Municipal Board. In addition to property tax assessment appeals and land use planning advice, Stephen has represented both landlords and tenants in arbitrations and litigation relating to lease interpretation issues.

Stephen has served on a number of occasions in an advisory capacity to the Ministry of Finance and the Assessment Review Board.

Stephen has appeared before the Assessment Review Board, Ontario Municipal Board, Superior Court of Justice, Divisional Court and the Court of Appeal for Ontario.

Stephen has presented to a number of organizations, including: the Canadian Property Tax Association, the Law Society of Upper Canada, the Institute of Municipal Assessors, the Ontario Bar Association, the Ontario Appraisal Institute, the Municipal Finance Officers Association of Ontario, Colleges Ontario and the Association of Municipalities of Ontario.

Stephen is a member of the Canadian Property Tax Association, the Ontario Property Tax Lawyer’s Association and the International Property Tax Institute.

Robert D. Butterworth, formerly Vice-Chair of the Assessment Review Board having served as a Member since November 19, 1997, was called to the Bar in 1972 and appointed a Queen’s Counsel in 1984. Mr. Butterworth practiced law in the Town of Perth from 1972 until 2002. He has served as a Councillor of the Township of North Elmsley, member and Chair of the Town of Perth Planning Board, Chair of the Committee of Adjustment for the Township of North Elmsley.

He currently serves as a director of the Society of Ontario Adjudicators and Regulators (SOAR) and on the Board of Governors at Trent University.

He received a bachelor of commerce degree from St. Patrick’s College and an LLB from the University of British Columbia.

Bob practices in the area of assessment and property taxation and also offers his services as a neutral facilitator for alternative dispute resolution matters.
